Awaab's Law
Awaab's Law applies in England and requires social landlords to address damp and mould hazards within fixed timescales. It's named after Awaab Ishak, a two-year-old who tragically died from mould exposure in 2020 — a case that highlighted the urgent need for stricter regulations. Phase one came into force on 27 October 2025, and phase two follows on 30 November 2026.
Social landlords must investigate damp and mould hazards within 10 working days.
Where work is needed, it must start within 5 working days.
Emergency hazards must be responded to within 24 hours.
Social landlords must give tenants a written summary of the findings within 3 working days.
The law aims to prevent the serious health risks associated with damp and mould. It currently covers social housing only — private landlords are not covered yet, although the government is consulting on extending it. Private landlords still have duties under the Homes (Fitness for Human Habitation) Act 2018 and the Housing Act 2004.
